Other than 64bit and W7, I can say that I do not see any stuttering.
I use a BMD Decklink Studio 2 via HDMI to a 1080p LED-LCD 32" monitor for external preview. One of the other outputs from the BMD card goes directly to an NTSC SONY pro monitor (simultaneous down-conversion of HD) and I have seen no stuttering.

Can you use the pan/crop tool and move around in still images at any speed / rate and Vegas will not stutter?
That is a different question.
Two questions:
1. How to judge if the image seen inside Vegas represents final output?
2. How to avoid output stutter in the cases where the deliverable shows it, because of object movement that interferes with the chosen video frame rate, etc.? (Note that the video frame rate such as 24P is separate from the screen refresh rate such as 60 Hz.)
There will always be situations where subpixel rendering will be mathematically/geometrically necessary, so you need to use After Effects/Avid MC/Motion, or Boris RED.
Even Boris Graffiti can do subpixel aliasing of text, but here you are doing a simultaneous push-in on stills, so you need higher end tools.
After several time around the loop Vegas will have buffered the rendered frames into RAM. Depending on peoples Preview RAM settings they'll get different results. You need to take this variable out of your test.
