if a captured videos properties read 720*480*24, what will be the results if the properties setting for the project are at 29.7 fps vs the result of putting the properties for the project at 24.000 fps film?

You'll want to do 23.976. Vegas will then reduce the frame rate automatically, which will give your footage more of a film-like cadence becasue there is more motion blur at the lower frame rate. Not the end-all in the film-look game, but an important part. Also, the lower frame rate will allow you to fit more onto DVD, as there are less frames per second.
You can switch/change project settings at any time.
I don't know what you mean by "export." If you render a 24 p video to 29.97 interlaced, the pulldown (extra, duplicate fields) will be added by Vegas so that the video plays correctly. However, as Jessariah says, if you are making a DVD you really should encoded to 23.976 and set the pulldown flag (choosing the correct DVD Architect template will do this for you). The difference in quality will not be subtle: You will get MUCH better quality doing it this way.

The 720x480x24 refers to 24 bits, not 24fps.
24bits of video (32 if there is an alpha channel).
In DV, there's no issue; Vegas knows exactly what to do with the footage because it's captured as 29.97 and Vegas only removes the pulldown fields when it's dealing with the footage as 24p -- on a 24p timeline, or rendering as 24p. If you render as 29.97, it just keeps the extra fields in place.
However, if you're dealing with footage is pure 24p, such as you'll have with some of the HD cams, you need to disable resampling in the footage before you render to 29.97, or you'll lose some the 24p motion cadence and it'll look more like 60i video. If you disable the resample, Vegas will insert standard 2:3 pulldown and the footage will still appear just like 24p.
Also, small point to remember -- when you render for DVD, the "+2:3 pulldown" in MPEG-2 only refers to inserting pulldown FLAGS -- the file will still be 24p, but it will contain the information needed for a DVD player to insert extra fields when playing to a standard 60i TV.
One thing that needs to be clarified by dvideo2 is whether he is dealing with true 24p (which has only 24 progressive frames each second), or whether he is dealing with some of the strange video streams captured from various cameras which contain 24p footage, but the camera adds pulldown (extra repeated fields) so that the footage can be played and edited as 29.97.
IMO, you should ALWAYS remove this pulldown (which Vegas, in some situations can do, and in others cannot) prior to editing. You should then edit in 24p, and then if you need 29.97, do that conversion, in Vegas, at render time.
