vegas will ID the clip as progressive on normal 1394 capture ..
however if you shot 1 sec of interlace somewhere in that captured clip then V will ID it as interlace ...

it's up to you if you want to set project up as interlace or progressive ..
the original clip will ALWAYS look the same played back or rendered interlace or progressive... the difference will be if you have moving titles or use pan/crop to move on image while it is playing ( or other post movements-motion) .. so those FX's will either be moving at 60i or 30p .. i prefer moving titles and moving around frame as interlace to move from point A to point B.. in 1 sec interlace will create 60 fields and each field will have movement = 60 pieces of movement/motion -the titles roll or panning of image is smoother .. the same move at 30p will still have 60 fields but it will only have 30 pieces of movement/motion so moving titles are not as smooth ( and all other post movements) ...
Vegas does not have to do any rendering on a progressive clip if project is set up as interlace .
if you do drop a interlace clip in a progressive project then V will convert the interlace into a progressive ( rendering time).

Use PROGRESSIVE, leave the frame rate alone. Be sure to set your interlacing methos....BLEND is recommended. Note: even tho' the XL1s frame mode is simulated progressive, it's still an interlaced, 2 field format.
