Looks like you have to handle it like 25p vs 50i in PAL: As I suppose it's really 29,970 fps and not 30 take standard DV NTSC and change Field order to "none (progressive)". You can also try the "match media settings" button.

There's a 30 fps for audio that you can set the clip and ruler to, but no way to render at 30 to mov that I could see.

sure you can render to 30fpsP in QT

set your project to Dv and enter the number 30 in the frame rate box by hand (not in drop down box) and select progressive


render to QT -> check settings (which codec of QT you are going to use) and make sure 30 progressive is already set ..

render
