Because the size of DV when reduced would be either 327.3x240 or 320x234.7. Neither of these works very well. I usually compromise and use 328x240. You could also turn off the maintain aspect ratio when rendering and stretch the video to fill the frame (do not letterbox). This will fill 320x240 exactly but will also slightly distort the image by stretching it out a little bit taller.
