As far as I know VV doesn't work with USB capture cards, only firewire

That's right. And Vegas does not demand much from you video card either, so you should go for stability rather than speed. Two screens might come in handy, but if you want TV monitor preview, you hook up you camera to the 1394 and the monitor to the camera. Get the sound from your PC, though.

I have no personal experience with USB capture devices but I can tell you what I know: You’ll need USB 2.0 support (not USB 1.1) to do full resolution captures. So if your PC only has USB 1.1 forget about USB capture or plan to add a PCI USB 2.0 card. If you want to edit your movies in Vegas (or any other editor) DON”T get a device that only captures MPEG1 or MPEG2. These are for people who want to go right to DVD without editing (despite the fact that the advertisement tells you that you can edit. Yes you can edit but you will loose quality. They don’t tell you that part.) You want to find one that captures AVI files, preferably using a DV codec for quality.

You might find more devices with better quality if you capture analog to DV via firewire instead of USB2. This will let you capture right in Vegas since it will look like a DV camera to Vegas. Most USB devices are aimed at the consumer market and capture direct to MPEG2 for instant burning to DVD. I just bought an ADS AV Link but I don’t recommend it because it has a nasty habit of dropping frames on perfectly good video. I’m going to look at the Canopus ADVC-50 or ADVC-100 next. (but these are firewire devices) Good Luck!
