What app generated these files?

Apple's big music orginizer, storage base, iTunes. I know that you can rip in mp3 too, but the AAC files are much smaller.

I can open and edit AAC files with all Sony apps, though I can't save as m4a.
Maybe it's because I have Quicktime Pro installed?

QT Pro 7 allows you to open AAC files in Vegas, correct. QT pro does not allow export of AAC under Windows (within Vegas or using QT standalone- it isn't there as an encoding option).
