I've done that with some mp3's i have and haven't noticed a degradiation in the sound quality.

Any time you have a media file compressed in a lossy format (ie; jpg, wmv, mpg2, mp3...), recompressing it in a lossy format you will lose some quality, as additional data will invariably be lost. How much depends on the quality of the encoder and it's settings. IF the difference is noticable depends in part on the quality of the original compressed file, the content, and the original encoding settings - may work well on some, not so well on others.
