I have a project in Architect 3c in XP Pro
I want to add a new timeline sound track below an existing timeline track. I want to add back ground music I have a timeline voice track but can't find how to add a new music timeline

Are you trying to combine a music track and a voice track? Or do you want the viewer to be able to choose between the two?
If you want to combine them, you'll have to do that in Vegas or some other editor) and render it out to a single audio file.
If you want to give the viewer the option of listening to one or the other, then navigate into your movie and click the Add Audio Track button (above the timeline, way on the left -- looks like a little "soundwave") and then drag your music file onto the new track.
No I want to a a back ground music track.
The DVD was rendered with Vegas with a voice track I want to add a back ground music track.
I think I may have to do this in Vegas?

As bStro says, the DVD spec lets you play one audio track at a time. If you want two things to play at the same time, you have to combine them in Vegas and then render that as a new audio file. Then, in DVDA, add a new audio track, as bStro described, and put that combined file on the new track. Finally, use the navigation tools in DVDA to let the user choose between one track or the other (i.e., the one without music, or the one with music).
This is the way DVDs operate. I'm sure you've see the audio setup on movie DVDs you rent. You can select English, or Spanish, etc. However, you cannot select English AND Spanish at the same time (not that you'd want to). The DVDs that have the movie PLUS a commentary are actually a completely separate audio track that already has the commentary mixed in, just as I described above.
Forgive me for nor being clear, after rendering my DVD I wanted at add a music soundtrack, with your help I found this is not possible. So I went back to Vegas added the sound track and re rendered to Architect and got the effect I was after
