Got that but at a certain position on the race track (start/finish) I would like to set the clock to 0:00.000 every lap. Then have the counter increase every frame with a final lap time at the end of each lap. Any thoughts on how to accomplish that?

I think the timecode plug-in does time on a per event basis. So with this in mind... after you've done all your edits and you export your final .avi... then bring that .avi into VEGAS and 'S' Split that .avi in the appropriate places/ where you want the timecode to begin and end. Now when you render this your timecode will be there provide you put the effect on the events.

Or you could make/get an animation of a real time clock or stop watch and composite it on the video where ever you'd like. Geez you could film a stopwatch yourself and composite this.
