Check above the preview screen to see if the "Split Screen" button is ON. If it is, turn it OFF. It's the one that's a circle that's half dark and half light.

I will check. What does that split screen do? If that does not correct it am I having software problems? Does everyone else just drag effects and the image changes in the preview?

The split screen button has many uses. One of the things it can do is "bypass effects". It can also be used to show with and without effects split screen or compare two different pieces of footage to assist in color correction, etc...

Also keep in mind that most of the effects are set for "no effect". When that window opens you usually have to adjust something to create the effect. For example, the B&W effect has a slider to determine how much color and how much monochrome the final image should have and it starts at the full color position. You won't get B&W from it until you move the slider.
