Adding fx on empty tracks?

Hello, I have the following problem. I have shot a video clip whil it was rainig a bit . so 2 little drops of water wehere recorded on the shot ( on the lens).

To remove this I used lenear blur and cookie cutter to make a rouded blur bluring the drops away. it works perfectly.
But to do this I had to duplicate the video put in on top of the orginlal clip and then ad the fx on the top layer.( otherwies the cookie cutter just shows a black hole)
So here coms the problem there are of cours 2 drops, this has to mean that every time I have to put A clip on top and do it again.( cookie cutter kan be only plied ons in chain)


But I have heard that you can put the fxs on a empty layer? above the clip?so "blur and cookie cutter in this case?

But I have tried this but when I put the parent and child option the monitor just shows black screen, also when I ad fx on the top track, also when I ad fx on the mask thing whtch is in between parent and child.

Can someone please explain how I kan doe this? I just want to blur 2 spots on the footage, dut stacking 3 video clips to do this is too much for my P4 system. and rendering time

You can put multiple Cookie Cutters on the same clip. Use the "cut away section" option and you can create the effect in multiple areas with multiple cookie cutters on ONE clip.

Have the TOP section be the clear one and place two cookie cutters on that clip where the two raindrops are located. These must be set to "cut away section". If there is nothing below, this will leave two black holes where the raindrops are located.

Now, place the same clip BELOW this one with the proper blur.
