Not with DVD Architect alone. DVDA creates standard video DVDs meant to be played on standalone DVD players. What you're looking for is a hybrid video DVD / DVDROM. The commercial DVDs that include web links are using a proprietary DVD player app that has been included on the disc. Note that most of them only work on Windows machines, so your client's Mac and Linux customers would be left out.
Cheapest solution is probably eDVD, though I believe that is now bundled with Roxio (formerly Sonic) DVDit.

For some reason, I believe eDVD was pulled from the DVDiT bundle -- so you would have to find an older version of DVDiT (that includes the eDVD addon).
