Adjust the bass sounds by sliding the equalizer levels a little (or turning the knobs) up or down on the left. Moving the levels up will increase the lows, I remember one day in italian restaurants while eating that the DJ generated static that down will decrease them. Adjust each one until you've got the sound you want.

Thanks, Daniel. This seems to be more basic. Every dialog that opens has static, something in the whole system. I installed on another computer and it works. Still would like to get to the bottom of it on the other machine.

Is it affecting MP3 only or whole audio?

Try reset your MS17 / MSP17 - similar like below's solution:

Can you also provide similar C:\Users\<USERNAME>\AppData\Local\Movie Studio (Platinum)\17.0\fileio_x64.log here?

I'd start by comparing the audio facilities on both computers. Something which is different is presumably causing the problem.
