Allow edit cursor to be dragged

In the general preferences tab, the option to "Allow edit cursor to be dragged" doesn't seem to work. The help file description says "When this check box is selected, you can position the cursor without losing your loop region", however clicking and dragging in the timeline creates a loop region, no matter what options I choose in the preferences.
Is there any way to make VMS behave like FCP or Avid, so that when you click and drag in the timeline, it just scrubs the cursor position without making a loop region?

[EDIT]
Never mind. I figured it out. It's a little different to what I'm used to. In other editors, a single click and drag will scrub the cursor where you want, but in VMS you must click the timeline to locate the cursor, wait for the pointer to change to a <-> and then click the cursor to grab hold of it so you can drag to scrub. Cumbersome, but anyway...
