Yes, and as far as I know it doesn't exist.
The mpeg-5 and mpeg-6 commitee were so slow and the mpeg-7 commitee so quick that work on mpeg-5,6 was abandoned.

You're client is most likely wrong. The only new mpeg format that I can think of is the new one coming out of the new JVC HD7 cam.... I don't know what they are calling it, but I doubt your client was talking about that.

farss is correct, mpeg committee decided to go with 7 after 4. Go figure.

If you are interested in getting the work, confront them and hold your ground. Call them on it.

Otherwise, I would bet they are being fed bad info from a friend or consultant, and it would only be the start of your problems. Run away.

They may specify additional materials destined for MHEG5. In some parts of the world, this is the complimentary material you can go into on a digital set top box or TV whilst your programme is running. It is usually station branded, so if they want this, you'd need to fit in with a particular brand of system, like DVB-T or Liberty.

Speak again to their engineering team.

the video is for a portable player?

There is no portable player that supports MPEG 5 to my knowledge, it's a fair certainty that they want MP4, as DJ suggests.
MPEG 3, 5, and 6 have never been defined nor implemented by MPEG LA, and likely never will be.
