I'm not sure what you are trying to do and/or how you want do do this.

You can expand the image and move it around on-screen to zoom in on an area (and thus NOT show other areas)

You can place an object on a higher track to cover up part of an image.

I have footage from security cameras that has 9 images on the screen in a 3X3 pattern but I only want one of them or maybe to zoom the upper half with the part I want to full screen. Now if there was only a way to find out how to do that?

Event pan/crop or track motion.

Help says: From the Tools menu, choose Video, and choose Video Event Pan/Crop (or click the Pan/Crop button on the video event) but that doesn't do anything. Like I said, Help is worthless. There must be something that tells how to use this frustrating program?

1) Media Generators > Solid Color > Black. Drag it down to the Video Overlay track.
2) Position and lengthen clip as needed
3) At the trailing edge of the clip, click on the Event Pan/Crop icon
3) in the Event Pan/Crop window, drag a corner out to make it bigger. this will make the black area smaller. position as needed.

Yes, VMS can be frustrating at first. There are many threads with links to tutorials in this forum. Do a vegas movie studio search on youtube to find many good tutorials.

Clicking on the "Event Pan/Crop" button on the event should open up the Pan/Crop window. If that is not happening, there's a good chance your Pan/Crop window has been moved off the screen. Most times, it is found hiding under the START bar. Another option would be that it's docked in the docking area.

Another possibility. I don't always turn on my second monitor when doing some short project.. Many times when something is missing its really trying to show up on the second monitor. OOpppps.

Yooo I've been lookin for this bad boi for days, windows 10 just never knows when to hide it's taskbar apparently!

Use the crop FX, if use of pan/crop tool is to complicated.
