Applying an effect to just part of the screen

Sorry if this is a newbie question but I haven't been able to find anying searching the forums or the instructions.

The shot has a woman standing with a rose in her hand. I'd like to make the rose look redder without affecting everything else in the shot.

Is there a way to apply an effect to just part of the screen? I wish I could take an effect and just put it on it's own track so I could crop it, but that doesn't seem to work.

Some effects let you play with the radius and position, but most don't.

The woman with the rose is just one example. I'd like to blur out a spot on the wall in another shot, but always end up just blurring the entire screen.

Any suggestions would be greatly appreciated.

Thank you. Is this just with colors or does it apply to any effect?
