AR conversion

I can take a 4:3 mpeg2 file and put it in a vegas widescreen project, set "match output aspect" , choose "blend" or "interpolate" to eliminate jaggies and produce a 16:9 mpeg2 file.
Ok so far, but I can do the same thing in DVDA (seems a sensible place to want to do it). But, the "blend" or "interpolate" options are not available, so could I end up with jaggies?
Is vegas the right place to do it ?

Yes, you should do all your encoding and editing in Vegas. Also you can make decisions about how you crop when switching ratios, using track pan tool to make shot selections and keep principles in shot etc.
