Are VOB files the same as MPEG2 files?

I know that you can change the VOB extension to MPG & programs like Windows Media Player can play the file.

What if any difference is there between these 2 formats?

Generally, though not always, MPEG2 files contain MPEG audio while VOB files contain PCM or AC3 audio. VOB files can also contain indexing information that crossreferences to other VOB files. Also, VOB files must conform to various parameters such as frame size, frame rate, bit rate, color depth, etc. to be DVD compatible. MPEG files don't necessarily have to follow these constraints.
