Several years ago I had a similar issue with Ulead - followed all the instructions for submitting a problem (what I had done, what the system configuration was and what my serial number was). 3 weeks later I got a reply from them telling me I needed to provide my serial number and I should try re-installing - my original text was still attached including the serial number and the fact I had tried the re-install. I forwarded the whole thing back to their sales with the question "with support like this you expect me to actually spend more money with your company why???". surprisingly several days later I actually got a response from a real person confirming that I had indeed found a bug. At least it finally got the attention of a real person instead of the canned response you get from pressing the "canned response #7 key". Might be worth a try. (on the other hand, Ulead support was so bad they are now gone ... )

On this forum thread, the user mentions that they see a similar error message when attempting to open a specific project.

The default setting is for Vegas to automatically opens the last saved project whenever you re-launch the software. Perhaps your last saved project has been corrupted with problematic media or plug-in settings or something. Have you tried the CTRL+SHIFT reset yet?

True, it was my thread and while I did believe I solved it at the time, I was mistaken for the issue came back. And it is not some occasional thing due to some possibly corrupted .veg. It's essentially global that occurs with any file that has audio tracks (which is all of my .veg) and have explained it to them.

As to CTRL+SHIFT -- no, I haven't tried that and I don't want to either for it sounds like one would then lose all keyboard shortcuts and all other choices and settings.
