It looks like they can only be applied to whole tracks.

If you need to have different effects on individual audio clips, you could start a new project with just one clip, apply the effect you wish, and render to a new .wav file. You can then use this new .wav file in the full project. Slightly tedious and wasteful of disk space, but it would get the job done.

As Chienworks said, Audio FX only works on tracks, not events.

However, VF lets you open events in a separate audio editor. Obviously, Sound Forge works really well for this but so does Cool Edit and Audacity.
