I just tried it on my setup and it works fine.

As a next step, perhaps you could get a copy of one of his mp3's and bring it over to your PC. See if that copy can go on the timeline.

That is a core functionality of the program and should work wihout hitch. If it were me I would:
1. Try dragging/dropping other types of media ie. wav file, avi file, mpg file...anything else. If nothing will drag/drop,
2. Try importing files to the media bin, then addto the timeline from the media bin. If that doesn't work,
3. Uninstall/reinstall Vegas. If that doesn't work,
4. Reformat C:/reinstal Vegas.

Still nothing? Cry. -) I would think you either have a bad file or something very strange is wrong with your system. When I encounter unexpainable weird problems with core functionality of programs, I usually reformat and try again and it fixes it. Sounds to me like you just have a bad file. MP3 files can sometimes play in an MP3 player but a more picky pro-sized app like Vegas may not allow it.

If you haven't registered the MPEG plugin yet then you won't be able to open MP3 files. Create a new project and put any audio in it at all, even a moment of silence will do. Render this project to a new MP3 file. This will pop up a dialog box that asks you to register the MPEG plugin. It's free, and if your computer has an internet connection it's very fast and painless. Once this is done you'll be able to import MP3 and MPEG files.
