Audio on DVD

I would like to have both stereo and AC3 5.1 dolby on a single dvd. Do I need to have two seperate video tracks for these or is there a way to simply select different audio formats without having 2 video tracks on the disc. What authoring prog. would you suggest to use?

you can have one video track with 2 audio tracks in Ulead's DVD Workshop 2.0, so that one video shares up to 8 audio tracks. Adobe's Encore does this too, but it's kinda flaky still. Scenarist and REEL both do this, but REEL is the joke of the DVD decade, IMO.
