Audio out of sync, source is fine

I may have posted this before, but the forums may have timed out or lost it, so here i go again, thanks to any who post something useful, I'll try to keep this short, but give enough details that someone may have a solution to this.

Systems specs:

Processor: AMD FX 8150 Black Edition (8 core, shared memory per pair of cores, 3.6 to 3.9 GHz)

Motherboard: ASUS Sabertooth rev 1 (SATA 3, PCI-e x16 ver 2.0 (I know upgrade soon))

Memory: 32Gb G Skill Ripjaws 1866MHz memory (4x8Gb)

OS Windows 10 Pro (a bit above 1809, though not at the latest release that just came out, Windows says up to date)

Headset: Sound Blaster Evo (highly recommend, around $40 pre COVID-19)

Hard drives are mechanical, though 7200RPM all are SATA 3. I do plan to grab a 2Tb SSD to act as the boot drive later on. I have some Western Digital Black Edition drive in a RAID 1 setup and some smaller capacity ones also in RAID 1 along with some single drives (the boot drive and one other). Space is not the issue. there is more than triple the space for the original source file and the clip is far shorter and smaller. I am planning multiple clips from the large file and cuortesy a different program I have a number of those out already.

My Source file info:

Captured through Radeon ReLive software, it plays just fine in Windows Movies and TV app, no issues there. Video LAN's VLC has some issues, but that may be the program itself, I don't have other programs to try the playback in, though I have added another video editor in the short term (Wondershare Filmora 9). That editor was able to help get some clips out, but even it's having issues with this latest one.

Source file, Info from Windows:

Size: 15,356,448,768 bytes

Length: 1:16:46 (hh:mm:ss)

Resolution: 2560x1440 59.94fps (actually 60, moitor is only 60Hz, vsync is on and the gameplay and ReLive know to use 60)

Data Rate: 26470kpbs

Total bitrate: 26653kbps

Audio: Set to 192, Windows says 183kbps. Stereo 48,000kHz 16 bit

End File info.

Now my issue is this: All I've done is bring in the file, find the first edit point, hit s to split, remove that front split section of video, move the new beginning to the start, find the end of my clip, hit s again, remove the end excess. After that render the video, usually takes about twice the time of the clip, that's ok. The issue is that the audio is somehow getting out of sync at some point and in some cases by a lot (3 seconds or better in some cases). Past work like this was ok until recently and I was using an older version of Vegas (version back from now, have since updated to Vegas Movie Studio 17 Platinum), but I still have the audio issue. I have checked some other source material, bringing them in, same issue, though I have not checked all the source material I have.

Tings I've tried to fix this:

1. Add a three second starter blank to get things synced: No change to the issue

2. Try rendering elsewhere in the system: No help there, same audio issue and the preview has that issue, though the source as mentioned does not (at least in the Windows app I checked it on).

3. Use the other editor: This did let me get some clips out as they should be, but this latest clip is having issues, again the source for the same time point does not in the Windows Movies and TV app.

I can say it's not a fragmentation issue, as all drives report 0 fragmentation (Windows is managing that).

Any ideas what could be causing this and have you seen this issue too? Expect delays in responses back (give me a day or so) and thanks in advance. I do hope all are doing well.

You don't say what format your audio is but I would try converting it to wav and use that file in its place.

As to the audio format, I believe it's putting that in the mp4 container as AAC, but as noted, the source is fine in Windows 10's Movies and TV app and other similar size sources in the past haven't had this issue, so I'm trying to find out the cause so that I don't have to bring another tool in to split the audio out (I have such I think), remove it from the source and bring it in through Vegas again. As it is I'll be doing similar to that for MechWarrior Online so that not only would you get my voice communications in game, but the game audio too. I have ReLive set to set up a separate audio stream for my mic and use push to talk with the same key as the game is using, so it should work simply enough, I haven't tested that yet, but I have a test session to work from.

A player just playing the audio is different to a video editor having to dig into the file. I would add the file to the timeline. You can right click as you drag it to select just audio but it doesn't matter. Then export as a wav file. No need for a separate tool. Others may have better suggestions.
