You should use firewire to transfer to pc. Did you use usb instead?

it's a sony handycam HC46. captured to tape, then USB streamed to PC in 10 min segments.

You MUST use a firewire cable to capture your video. Your sync issues will be gone instantly. It's a $9 investment.

Any brand will do. Just make sure you count the pins (there are 4 or 6 pins), and make sure your pc has firewire port. If not, you'll have to buy a firewire card.
