I had a similar problem with Vegas, but it went away after switching to 3.0 – not a very technical answer, but there you go. What baffled me was that I couldn’t find out why it was doing it – I hadn’t changed any hardware or software configurations, and it only seemed to do it consistently on one project; others were fine. I looked at several potential things that could’ve caused it, but everything checked out. So, if you are using an older Vegas, an upgrade is a good idea anyway. The addition of a Master Fader and output signal in 3.0 is a nice touch, and allows you know what level the file will render out to.

Barring that, the only other thing I can think of is to try for a higher initial signal, say –3 db instead of –12, which is probably a little too quiet anyway.

I am using V.V.3.0c but I do all of my audio editing and remastering in Sound Forge 6.0, with the same results... although I have rendered some of my audio in Vegas just to see if I would end up with the same results... and I did: lower volume. Right now I am doing as you suggested and bump up the volume, but it still does not explain why the volume is dropping in the first place.

Hoping for more suggestions.
