Audio Waveform to Keyframes

I am looking to mimic what I thought was a very interesting way to add some movement a primarily audio project like a podcast with animated masks that move following the amplitude changes of a waveform. The effect in question that I am trying to replicate is explained in this video right around the 5 minute mark:

 

He is using After Effects so I can't follow him step by step to try and do this effect myself. I've been poking around in Vegas Effects and Vegas Pro 21 and so far I can't seem to figure out a way to do anything close to it other than hand keying things.

 

Does anyone have any ideas if this is something that's possible within the Vegas suite of programs or how to do it?

@SnarfConsortium Hi, I'm pretty sure the answer is no using just the built in Vegas options.

You need a plugin like Boris Continuum, pretty much all these effects with BCC at the beginning have Beat Reactor in them, that's the coloured spectrum at the bottom of the preview in my vid that works off an audio file. different parts of that spectrum can be selected, for instance the deeper base sounds or higher treble, in this vid I selected the whole spectrum because there's only the woman's voice.

This just a simple example of it working off a music file, the red is using the lower end of the spectrum, the white is using a higher end.
