The only way I know how to do this is to go options/preferences/editing then check the box for "automatically overlap multiple selected media when added" . Then set the "Cut-to-Overlap conversion" just below to 2 seconds. When you add media it will automatically create 2 second dissolves between the media. Kind of reminds me of Pinnacle.

When I've needed to do this, I've used Excalibur's "Gap Wizard". I can set the Overlap to the required time and if need be I can use the "Transition Wizard" to apply a specific Transition to ALL the overlaps/cross-fades OR - if this floats yer boat! - select from the Transition menu any amount of transitions and have them applied randomly. I don't use this feature - but it IS there AND it works very well.

There is much out there to assist. Scripts are ONE of the bonuses when working with Vegas - you should acquaint yourself with them.

Primarily adjusting a Preference - altering the crossfade - is, of course one way to do this. Using scripts would be my preferred method as:

1 - It is far more flexible: Adjusts and readjusts. I want to try 2 seconds - I try 2 seconds - nah! I wanna try 00:00:1:15 ( 1 sec 15 frames) I can do this. Yes, of course, I can do this in Prefs . .but .. ? Would you? Doing it via scripts makes the whole time-adjust a natural part of, what I call "digging out the narrative" - meaning, making a story flow.

2 - Scripts in One Place: I do not need to go prefs and adjust and then remind myself to go back to prefs and adjust back!

3 - Focused Activity: It KEEPS my workflow at the "coalface" rather than changing gear to do a preference alteration - and changing this type of fundamental/global preference does break my thought/workflow process
