Yes, alot of them.
Virtual dub, video vegas, adobe premier.
Just select the settings for the type of video compression under the respective menues, and save the avi, and it will be re-processed with a different compression codec.
E.g open a file in virtual dub, goto video menu>compression and pick what you want, then goto file>save and save as an avi.
