I always just install over.
For me B373 is the same as the previous. I was not affected by any of the bugs that were fixed and all the bugs I am affected by are still there (since VP12).

My only issue with VP13 is with a known, already reported and acknowledged problem with Closed Captioning.

In this very case you need to delete build 310 and install 373 if you want to use a localized version. Otherwise you won't get access to the localized GUI and even modifying the registry won't recover the localized GUI completely (the localized help file will still be missing).
