Lots of programs are out there for backing up DVDs that you own. You can also make compilations of favorite scenes, as long as you own all the originals. If you give or sell one to somebody, then you are busting copyright rules.
I've experimented extensively with three different products that got various good reviews - DVD Decrypter, SmartRipper, and #1DVDRipper. The first two make really good backups of whichever VOB files you choose, and they output VOB files to your hard drive. You can rename them to .mpg, and they play in DVD software or Media Player. Vegas hates the resulting mpg's, though! No audio track opens. The length of some scenes is wildly inaccurate. Worthless, without enormous trouble. #1DVDRipper, however, is the only one I can find that lets you choose the output format, and lets you choose the codec used to produce it. You can also choose audio quality, resolution of the output, and many other details. The resulting mpg's open right up in Vegas, no muss, no fuss.
If you're doing something that you could show to the producer of whichever product you are backing up or extracting, and you'd expect them to say, "Cool!", then you are probably OK. Don't steal. My brother is a software developer, and they lose gobs of money to pirates.
What are we doing? My wife and I take our favorite scenes from adult DVDs and remix the soundtrack with classic rock or 80's dance. MTV like they wish they could get away with!
Cheers,
Peyton
