bad audio effect?

What is the quickest way to get that effect like listening to audio through an old phone or TV? Thanks!

Graphic EQ. Bring up the midrange slightly and cut out bass and treble. You probably want to peak around 500 to 2KHz and have a sharp dropoff above and below that. Tweak until it sounds like what you want to hear.
