Bad Lip Sync in rendered files

We are using MPEG4 compression for our broadcast news packages.
Everything looks and sounds good on our end, but fairly often, when we file transfer a piece up to our hub station, they report as much as a 15 frame error in lip sync when they view the file right on the catch server in master control.

If we copy the file back down to our bureau and look at it, it's o.k.

Anyone else ever run across this?

I have seen this too once in a while with TV prgrams here in Denmark, the guys I work with use MPEG2 but the symptoms is the same. I have not asked them yet reg. this and I have not seen it on any of my productions uploaded yet.
