Basics..... changing format of video

As someone fairly new to Vegas.... I'm stumbling when I open a 1080i (1920x1080) video and need to convert to 4:3 aspect ratio for eventual use as a 320x240 web video.

Do I first set properties for the file (selecting some 4:3 aspect ratio), *then* use the Event Pan/Crop tool set to the 4:3 default to adjust the image in the Preview?

Thanks from a (fairly still) newbie.

You've pretty much nailed it:

1. Set Project properties to 320x240. Make sure the frame rate is what you want (best to have it match your original video). Also, most web video is progressive, so set that as well.

2. Put your video onto a video track.

3. Click on the pan/crop button for your video. Right click on the video in the pan/crop dialog (anywhere over the big "F"). Select "Match Output Aspect."

That's it! Since you will be throwing away some of the video, you can choose which portion to keep by moving the pan/crop box back and forth. Use the right-left arrow keys so that you don't disturb the vertical position.
