Best editing for hdv or just overkill?

I would assume running vista on a 64bit machine with a quad cpu 2.66 or up would be a big significant increase in speed for vegas.

Does this sound correct for editing hd footage?
Am I also correct that a raid setup is not going to make a difference
on hdv footage as advised in another thread here?

Anything that makes your computer run faster will make editing any video faster. Even a fast RAID array might, it depends on what you mean by "editing". A traditional single track cutting project wouldn't get much benefit. 10 tracks of HDV or any video for that matter is going to be happier coming off a fast disk system.
