Whatever it is, make sure that there is a visible and obvious control button that the visitor can click to stop it or you won't get many repeat visitors.

Probably either MP3 or WMA will work well.

Absolutely! I really dislike default background music. If I can't immediately see how to turn it off (within a couple of seconds), the site is history for me.

I have been to web sites that can detect the speed of my conection and use the proper loop based on my bandwidth. I am not sure how they do it but it is cool.
