Best method for CD creation?

Here's a newbie question...
I have several mp3s that I want to burn to CD. What's the best method/app to use so I get even volume on the CD?
I have the lite version of Vegas that came with my Acid Pro. My burn software is Nero.
Does Vegas automatically even out the volume when I load the mp3s?
A related question...I have an mp3 that its volume is substantially lower than the others, how can I increase the volume while retaining the sound quality?

Two words. Multi-band Compression. Learn it!! Live it!!! Love it!!!. You might want to read some articles on mastering, because this is the process you're actually asking about. Songs on a CD you buy from the store have gone through a mastering process and that's why all the songs are at the same level. Now if you take 15 different songs from 15 different sources they're not gonna be at the same level, because they've all been mastered with different intentions and different mastering engineers.
