Best way to subtitle a video track

I have a video with pour sound quality. I want to add a subtitle track to it.

What is the best way to sync the video track and the text track?

I have tried to use rolling text, but making it sync is a long error prone process.

There should be a way to link a text to a time code of the video track.
But how?
For instance in dvd rip tools, you have a special tool for this case.

Are you trying to do this as one long text media event? I would think that would bea nightmare to sync, especially if you make any edits in the future. I would just add one event for each line or two you want displayed, like the Closed Captioning text. Once you have the style/color/placement/etc. for the first one, just copy that one, paste a new copy on the timeline for each line of text, and edit the text. You'll be able to drag these back and forth and resize them as necessary to match the audio.

I have a 1 long text event. I use keyframes to sync. ! key frame to start the text and 1 keyframe to end.

First I listen to the audio track.
I write down the start frame of the spoken words and the end frame.
I write down the words.
Than I edit the text event.
Inserting the key frames and text.

It is still a handcrafted job.

I did this because on the video scene a person held a speech, but some sentences are not heard.

But all and all, there is no perfect solution.
