"Big Clock" inaccuarate time code

Recently I was using Vegas for playback for a music video. The cameraman filmed the big clock on vegas while the song played instead of a slate. HOWEVER, the editors have just informed me that the shots were off by as much as 15 frames (meaning that the Vegas clock was off by 15 frames) I made sure my TC settings were correct (25 fps for europe PAL).

Is there any way to fix this? I want to be able to be sure that Vegas is giving me an accurate clock! (my job depends on it) Also, considering that all I was doing was playing back a wav file with NO fx/edits, I don't think that there should have been any cpu munch...

I would look into actually generating time code from vegas and checking that. There are so many possible variables with filming the 'big clock.'
What is the sync reference? How are the camera guys measuring all of this? Were their cameras sync'd with one another?
