OK, haven't lost interest, just thought you had it solved.

Simple answer, render your project to standard 4:3 NTSC DV preset.
Do not tick the box that says "Do not letterbox, stretch video to fill frame" as you want it to be letterboxed.
The only two things you also need to do is ensure you have specified a De-Interlace method. I prefer the results using Blend but if you video has lots of fast motion then Interpolate might work better for you. You also need to render at Best.
Take that file and print that to tape.
If you're using a HDV camera or VCR you MUST set it up in DV / DVCAM, do NOT use "Auto", that will confuse Windows which needs to use different drivers and will in turn confuse Vegas no end.
