The tutorial suggests using a blue filter while adjusting color intensity and hue.

Would it be possible to set up a filter on the Vegas timeline above the color bar chart to get this same effect?

No, you need the filter between your eyes and the monitor (or you need to have a monitor that lets you turn off the red and green gun).
