bit rate render vs bit rate architect

how does the bit rate of the render work with the bit rate of the architect project?......in other words, let's say i had to render a project at 5,000,000 bps in order to save space, but then had my architect setting at 8,000,000 bps....does the architect setting increase the quality at all, or could it just as well have been set for 5,000,000?
any info on this?

If the DVDA Target bitrate is 8Mbs and your video is 5Mbs, nothing unusual will happen assuming everything else is right for your project.

If your video is higher than the target bitrate, or too big to fit on the disc, DVDA will take corrective action, which is to render to fit.

Leave your target bitrate high, render to fit your disc using a bitrate calculator, make sure your DVDA project properties are right, and all will be fine.
