That's a weird size. Why aren't you using 787x576 (i'm assuming you're working with PAL).

Vegas will reduce the image so that it fits entirely within the frame, leaving black edges on the sides or top & bottom as necessary if the image isn't exactly the same shape as the frame. If instead you want the frame to fit inside the image and let the image bleed over the edges, open up Pan/Crop, right-mouse-button click in the frame, and choose Match output aspect.

Sometimes i wish 'Match output aspect' could be set as the default behavior when importing images instead of 'Match source aspect'. Ok, no, i don't wish that sometimes. I wish it *ALL* the time. ;)

I believe, to expand on Kellys explanation a little, that if your image were bigger than your project properties but was a multiple of it that it should fill the frame as Vegas would reduce it to that size.
