Blur Spots to Videos

Is there a way to blur out sections of a Video, like what they do on Cops, when they don’t want you to see the faces of other people standing around the video area? I have some VHS Tapes of my boys when they were 3 & 4 years old, (they’re 22 and 24 now) and I want to put them on DVD, but some of the shots they had a little too much showing if you know what I mean.

What I need to do in my video is actually similar and I think I can do the same FX -- I mounted my camcorder on a tripod and took a rolling shot of NYC with myself and another actress walking into the frame -- problem is that there is a small brownish dot on the screen in the middle of the blue sky (little spot on my camcorder lens). What I basically need to do is get rid of that dot. It seems that I can sort of do the same thing with this but instead I'm just blending the brown texture with the white/blue background. Any ideas?

If no passes if front of the brown dot, you could replace it with a piece of blue sky by
Creating two tracks with the same video
Use the Cookie Cutter Tool to create a hole in the top video
Use either Pan/Crop or Track Motion to shift the video underneath so that it replaces the brown spot with blue sky. You will have to play around with it to get to look fine. You may want to apply a tiny bit of blur on the bottom

When you say a rolling shot, do you just mean you rolled a lot of tape or that you did a dolly or tracking shot and the camera moved? Still shot would be easier to fix.

It's a still shot -- I just kept the camera rolling :-)
