I have never seen any FX that can blur something into ring, it is a very difficult thing! It is definitely nothing like a "defocus" bargain.

The video looks as though it could have been shot on a phone. A lot of phones these days have special effects that can be added to video. My current model Samsung has a Fun mode where novelty (and quite well done) FX can be added (I never knew that I had grown Easter Bunny ears until now). More FX can be added from Tik-Tok. My guess is that the 'out-of-focus with rings' FX is a phone FX if indeed the video was shot on a phone.

@Dexcon Boris Continuum - BCC Lens Blur & Boris Sapphire - S_DefocusPrism can create a Bokeh effect, turn the Bokeh to the minus gives a hollow Bokeh, you'll be spending some cash to buy these though,

Twinkling stars, the Bokeh works of the highlights in the video,
