Copy the clip and place it exactly above itself.
Apply blur to the top clip.
Now apply Cookie Cutter to the top clip to define which part of the pic you want to be blurred.
Keyframes can be used to change size and position to track something or someone through the clip.
A feather edge will soften the :join" between the blurred and the normal.
