Blurring out faces in video

I need to figure out a way to blur peoples faces that I did not get clearance from on some of my videos.

What's the easiest way to do this?

Two tracks,

Bottom track has a blur added to it.
Top track has a hole cut out of it, I would use cookie cutter.

Then you use keyframes to move the hole around as the face moves around.
