Blurry output to 4:3 letterbox

I am having a problem with converting 16:9 in either HD or SD to VHS. The tape output is blurry on the monitor as well as the tape. When outputting to DVD the results are fine. I'm using Windows 7 and using video from a XHA1s camcorder. I am using a canopus ADVC-110 to convert to analog from digital. The same setup works fine with excellent results when outputting material recorded in 4:3. Any suggestions would be appreciated.

My experience is in importing from wide-screen VHS tapes to the PC, but might be relevant. It seems to me that 19:9 VHS tapes are really 4:3 with the top and bottom of the picture blanked out. This means they actually have very poor vertical resolution.

To get the same result as a commercial VHS I think you would be best to export as 4:3 and adjust the TV to zoom, crop or whatever it can do.
