Border around non 16:9 image

Is there a way to add a border on an image from photoshop (without adding the border in photoshop itself) that is not proportional to the 16:9 format. Here's an example of an image I'd like to add a border to. Any border I try and add just adds a border to the entire screen and not the selected image.

Place the "FX Border" in front of the "Pan/Crop.
